  • Border CollieBreed Clubs are devoted to a single ANKC and DOGS Victoria recognised breed.
  •  Group Clubs focus on the breeds in one of the seven Conformation Groups.
    • Each of the seven groups have an affiliated Group Club.  If you are interested in a breed that does not have a DOGS Victoria affiliated Breed Club then we recommend you contact the Group Club for assistance.
  •  Multi Breed Clubs focus on a group of breeds sharing similar heritage.
  • All Breed Clubs and Agricultural Societies are open to all ANKC and DOGS Victoria recognised breeds.
  • Discipline-specific clubs offer training and competition in various dog sports.

Notice to Affiliates – changes to the Associations Incorporation Act 1981

Affiliates are requested to note that amendments have been made to the Associations Incorporation Act 1981 and that some further amendments are pending. Some of these amendments may require affiliates to amend their Statement of Purposes and / or Rules.
 
The amendments were made under the authority of the Associations Incorporation Amendment Act 2009. The amendments to the Act were contained in Parts 1 to 4 of the Amendment Act. Parts 1 and 2 came into effect on 8 April 2009. Parts 3 and 4 will come into effect on a date to be promulgated – advice from the Justice Department is that Parts 3 and 4 will not come into effect before 2010 to allow for amendments to the Model Rules.
 
Changes that came into effect 8 April 2009.
The main changes that Affiliates will need to consider are:
  • s14A A new provision makes it an offence for an incorporated association to operate outside its rules or statement of purposes.  Contravention of this prohibition by a committee could result in personal liability.
  • s14C This new section defines Oppressive Conduct and rules that an association may not engage in conduct that is unfairly prejudicial or discriminatory to a member or members. It also provides that failure or refusal to take action can be deemed to be oppressive conduct.
  • s29(3) Clarifies how a special resolution must be notified to members – in that it must state that it is a special resolution and set out the resolution in detail.
  • s31D A new section that empowers the Registrar to appoint a Statutory Manager to manage the affairs of an association that has become dysfunctional, and the association will be liable for the expenses of the Statutory Manager.
  • s30C This section states that an appointed auditor can only be removed by the members at a general meeting.
  • s29D This section makes it an offence if an outgoing office bearer does not return association documents / records within 28 days.
Changes that will come into effect in 2010
The main changes are:
  • Members access to documents. This amendment will make it mandatory for associations to make and retain accurate minutes of all general and committee meeting. It will also require the association’s rules to make provision for members to access minutes of general meetings and financial statements, and whether members can access minutes of committee meetings.
  • Public Officer. The amendment will remove all reference to the position of Public Officer – many sections of the Act will be affected. The duties of the Public Officer will be merged with the Secretary. An association may elect to keep those duties separate and assign them to another office bearer however that office bearer may not be called secretary.
Affiliates are urged to view the complete Associations Incorporation Act 1981 [ Version incorporating amendments as at 8 April 2009 ] to ensure that they are familiar with all the changes that have been made to date.

The VCA Constitution Rules and Regulations Committee undertakes to keep both of these documents up to date for your convenience.
